T.R.E.A.T.Y MODEL

October of 2009, TCETSA's T.R.E.A.T.Y. Model for Integrated Services Delivery was approved under the "Service Improvement" category of Service Canada's Aboriginal Skills & Training Strategic Investment Fund (ASTSIF). The model is a holistic approach to community enhancement. Project completion extended.

 

The TREATY Model project has 3 key outcomes:

 

  • Innovations in service delivery,

  • Collaboration among partners, and

  • Coordination of services to improve cost effectiveness.

 

The Treaty Model builds on the current ASETS agreement and existing labour market programs for First Nations clients by adding prevention strategies to the existing intervention plan to strengthen the employability of members in the communities.

 

 This project offers community-created and -managed solutions. TCETSA acts as a resource to coordinate the creation of this template.

 

 TCETSA has demonstrated that there is an untapped supply of a younger First Nations workforce. With a coordinated client assessment process, retraining, employment transition support to off-reserve jobs, and acce employment.

 

 TCETSA First Nations has been providing employers with workers to help meet the region's future workforce needs.

    The TCETSA TREATY Model Project
  accomplished the following goals:

 

  • Pilot an integrated service delivery model at Cold Lake First Nation and Kehewin Cree Nation

     

  • Utilize an Integrated Services Delivery Coordinator, an Administrative Assistant, and 3 Transitional Support Workers to facilitate off-reserve employment. An Employment Transition Centre in St. Paul was also established.

     

  • Create an Employment Advisory Committee to enhance the relationship between labour demand and supply.

     

  • Establish a skills inventory database. "Our commitment is to bring together data from various programs such as Human Resources, Post-Secondary Education, Social Development, Health Care and Housing. These 'micro' systems already exist in many communities and at the Tribal Council level. For the first time, the Venn One-Planner will organize and help construct a true case management approach."

     

  • Pilot the ArrowMight Literacy Project,    a community based literacy initiative   to help adult learners increase their literacy. The project piloted in Cold Lake First Nation and Whitefish Lake First Nation, with a facilitator in each pilot site.
